Evan P. McConnell, M.S., ACTAR

Evan McConnell is a Biomechanical Engineer and an ACTAR-Accredited Vehicle Accident Reconstructionist. His expertise involves biomechanical analysis of injuries and human motion. In his role as a Rimkus Biomechanical Consultant, he is responsible for the evaluation of vehicle and occupant dynamics involved in motor vehicle accidents as well as the consistency of injuries sustained in these accidents. Mr. McConnell also evaluates slip-and-fall events and is a certified XL Tribometrist. His background involves medical device design and analysis as well as the study of kinematics and kinetics of different injury populations. He is a member of the American College of Sports Medicine, American Society of Biomechanics, and Biomedical Engineering Society. John P. Reeves

John Reeves is a Principal Consultant in the Rimkus Construction Division with more than 30 years of experience in construction and engineering scheduling, claims mitigation, delay and productivity measurement, and construction estimating. His role with Rimkus involves the investigation and evaluation of engineering and construction schedules. He also provides cost estimation services for construction damage claims and repair recommendations for damages related to catastrophic events. His background includes work pertaining to engineering, procurement, and construction issues related to scheduling, delay claims and estimating. He has extensive experience in various CPM schedule analysis and forensic techniques, such as contemporaneous period analysis and time impact analysis. Mr. Reeves has been involved with more than 400 projects ranging from in-depth analysis to executive summaries for project construction costs up to $800M. Robin Caulfield is a Construction and Property Principal Consultant. He is a licensed Professional Architect registered in seven states and a General Building Contractor in California. He is a Certified Construction Contract Administrator, XL Tribometrist, and a LEED-Accredited Professional for Building Design and Construction. His current responsibilities with Rimkus involve the investigation and evaluation of commercial and residential structures, including but not limited to assessments involving premises liability, code compliance, and facility/property condition. Mr. Caulfield determines the origin and cause of apparent architectural concerns and verifies construction compliance with contract documents and applicable industry standards and codes. He is also skilled in the preparation of damage and condition assessments, remediation plans, and cost estimates of repair for building component replacement. Thomas B. Axley, Jr., P.E.

Thomas Axley, Jr. is a Senior Consultant in the Rimkus Mechanical, Electrical, and Plumbing Division and a Professional Engineer registered in California, Idaho, New Mexico, and Tennessee. He has more than 30 years of experience in the investigation and analysis of industrial and nuclear HVAC systems. His areas of expertise include evaluations of industrial exhaust hood performance, ventilation system failures, component failures, and HVAC equipment and system performance. He is also proficient in plumbing systems and industrial balance of plant systems. Responsibilities of his current role include analyses of vehicle accidents, damage consistency, mechanical design, component failures, and building systems. He is a Certified Army Corp of Engineers Quality Manager and a member of the American Society of Mechanical Engineers (ASME) and the American Society of Heating, Air Conditioning, and Refrigeration Engineers (ASHRAE). Zhongyuan (Zack) Qian, Ph.D., P.E.

Dr. Zack Qian is a Senior Consultant based in Houston and a Professional Engineer registered in Texas. He has more than 10 years of experience in materials science research and engineering. He is responsible for materials consulting, which includes metallurgical and mechanical analysis of equipment failures and accidents. He is specialized in steels, non-ferrous metals, plastics, and ceramics. He has extensive experience with analyses of pipelines, oil field equipment, refinery and other industrial plant equipment, offshore platforms, tankage, structures, wind turbines, and consumer products. His areas of expertise include corrosion analysis and prevention, materials selection and characterization, finite element modeling, and fitness for service analysis. Dr. Qian earned a Doctorate in Materials Science and Engineering with an emphasis on renewable energy materials and materials behaviors under static and dynamic conditions from Iowa State University.
