Background
Andrew is a Chartered QS and Bond Solon Civil Expert Witness Certificate holder with over 45 years of experience advising on construction and engineering projects. Andrew’s experience encompasses the procurement and commercial management of building, MEP, civil engineering, oil and gas, and process projects.
Andrew accepts appointments as expert witness in construction and engineering matters involving quantity surveying practice and procedure and the valuation of final accounts including variations, daywork, prolongation, acceleration, and loss of productivity claims and terminations.
He also provides claims and counterclaims preparation and rebuttal, contracts and commercial management, project review/recovery, and dispute avoidance services.
Andrew has been appointed as an adjudicator, mediator, and arbitrator. He has been instructed as an expert witness 31 times in litigation in the UK High Court – Technology and Construction Court and Commercial Court, Upper Tribunal (Lands Chamber), at Public Inquiry, and in domestic and international arbitration, and has provided expert testimony and been cross-examined in litigation, at public inquiry, and in domestic and ICC, LCIA, and SIAC arbitrations.
The amounts in dispute where Andrew has acted as expert witness have been up to c. GBP£500 million and up to c. GBP£3.2 billion where Andrew has supported other experts.
Andrew has knowledge and understanding of industry standard or bespoke contracts and collateral documents across JCT, FIDIC, LOGIC, ICE, NEC, ImechE, and IChemE variants including traditional, design and build, LSTK, EPC, EPIC, EPCm, and framework models.
