BACKGROUND:

Mr. Brian Russell graduated from California State University Fullerton with an M.S. in Civil Engineering with an emphasis in Structural Engineering and holds a Juris Doctorate from Penn State’s Dickinson School of Law. Mr. Russell has been practicing engineering since 2012 and became a licensed Professional Engineer in California in 2014. He holds additional engineering licenses in Washington, Oregon, Idaho, Nevada, and Florida.

As a practicing engineer, Mr. Russell has engineered hundreds of structures utilizing various materials, including wood, steel, reinforced concrete, concrete masonry unit (CMU), and post-tensioned concrete. Of these, Mr. Russell acted as the Engineer of Record for over 175 engineering projects.

In addition to the engineering design work, Mr. Russell has practiced engineering as a forensic engineer since August 2020. Since that time, Mr. Russell has been engaged by insurance companies and law firms to provide structural damage assessments, cause and origin determinations for damage to buildings and other structures, and repair recommendations to remediate damage. Forensic evaluations have included deleterious effects to buildings and other structures as a result of fire, hail, tree strikes, wind, hurricanes, foundation settlement, construction vibrations, snow/ice damage, collapses, and earthquakes. These buildings and structures have included residential and commercial buildings as well as non-building structures such as retaining walls.
