Ms. LaVigne holds a B.S. in Civil and Environmental Engineering from the University of California, Berkeley. She is a licensed professional engineer in the states of California and Minnesota. Ms. LaVigne has engineering and consulting experience in various industries including land development, municipal, historical building abatement and seismic retrofits, art installations, freeways, and roadways. She is especially knowledgeable in the areas of grading and earthwork, soil improvement, environmental remediation, erosion control, underground utilities, express lane toll systems, wastewater treatment facilities improvements, and roadways.
Over the course of her career, Ms. LaVigne has gained experience in many aspects of the development, design, and construction process of projects including preliminary design, design review, bidding, cost estimation, permitting, developing specifications/project manuals, contract administration, project management, traffic control, construction management, regulatory agency compliance, quality control/assurance, construction oversight, dispute resolution, and project closeout. Because of her experience, Ms. LaVigne is extremely familiar with typical civil engineering practices and standards such as the Americans with Disability Act (ADA), common best management practices for stormwater management, and compliance with state construction permits for the National Pollutant Discharge Elimination System (NPDES), standards and specifications for Departments of Transportation, and various local government standards.
