Background

Mr. Higgins is a graduate of the University of Missouri – Columbia with a B.S. and M.S. in Civil Engineering, with a focus on Geotechnical and Structural; and Associates Degree in Engineering from Longview Community College. He is a registered Professional Engineer in Arizona, Colorado, Iowa, Kansas, Missouri, New Mexico, and Texas with experience in Heavy Civil Construction, Highway and Railroad Bridge Design and Construction, Building Design and Construction, Water/Wastewater Design and construction, Commercial and Residential Civil Site Construction, Construction Documentation, Construction Management, Scheduling, Cost Estimating, and Residential Construction.

Mr. Higgins’ areas of expertise include: civil engineering public works infrastructure, building codes, structural analysis, design and performance analysis for cast-in-place concrete structures; steel building systems; precast and prestressed concrete systems, cold-formed steel, and wood framed structures.  He has performed design work, prepared contract documents including general notes, specifications, and special inspection requirements.  Mr. Higgins has provided construction administrative services such as cost estimates, shop drawing review.  Prepared addendum’s to contract documents, answered requests for information from contractors (RFI’s), and provided quality control/special inspection reports to evaluate if the design intent was met on site.  Mr. Higgins has further knowledge in design and development planning, site feasibility planning, strength of materials, architectural components, and soil mechanics.

Mr. Higgins’ design experience includes working on a wide variety of projects including large multi-story structures to smaller residential properties, bridges, retaining walls, federal and military structures, and complex highway interchanges.  He has worked on building code compliance, construction defects, foundation design and repairs, and design and construction disputes.  

Prior to receiving his engineering education Mr. Higgins worked for more than 14 years in the building trades as a journeyman carpenter on numerous residential, commercial, and industrial building sites. Building trade construction specialties include wood and steel framed structures, concrete work, and exterior and interior finishing.
