Background

Ms. Linda Waterhouse holds a Bachelor of Arts Degree in Political Science, a Bachelor of Science Degree in Architecture, and a Master of Science Degree in Real Estate/Construction Management. As a Licensed Architect, her experience includes all phases of Architectural practice including design, construction documents, specifications, code analysis, cost estimating, construction scheduling, and construction management. Additionally, she has extensive experience in property condition assessments, construction damage assessments, storm damage assessments, and overall construction monitoring.

Ms. Waterhouse’s past project sectors include criminal justice, healthcare, scientific research, multi-family, industrial, and transportation. Project management types include both Design-Build and Design-Bid-Build delivery projects from early conceptual planning through design, construction, commissioning, and project closeout. Clients include both public government sectors and private enterprise sectors.

Pre-design experience includes master planning, space programming, writing proposals, defining the scope of work, establishing the baseline cost estimate, and establishing the baseline project schedule. Pre-construction experience includes technical review of specifications and construction drawings for conformance with design intent, constructability, budget, scheduling, and quality assurance. Project management experience includes the review of bids, contractor negotiations, project controls, conflict resolution, resource allocation, and client management.

As a property/construction assessor, Ms. Waterhouse has been responsible for inspections and analysis of existing buildings for live cycle replacement, physical defects, storm damage, and failures in building envelopes. She has worked for both the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) verifying and evaluating disaster storm damage. Assessments typically include budgetary cost estimating and maintenance recommendations.
