Michael D. Barrentine

Mr. Barrentine is a civil engineering graduate of Mississippi State University (B.S., 1986), with experience developing and managing roadways, floodways and mixed-use land development. He has strong experience in design, heavy construction and maintenance of infrastructure, and in construction defects analysis; practicing successfully as a consultant, land developer, government official and expert witness. He is a licensed professional engineer in Alabama, Colorado, Florida, Louisiana, Mississippi, Texas, Utah and West Virginia, and is classified as a Model Law Engineer by the National Council of Examiners for Engineers and Surveyors (NCEES).
His previous positions include Project Manager, Construction Manager, Engineer of Record, City Engineer, Public Works Director and NASA Facilities Consultant. He has developed roadways and appurtenant structures for various entities, involving rights-of-way, geometric design, pavement and structural materials, workmanship and maintenance, as well as temporary and permanent traffic control. His flood management work includes storm drainage systems, storm water detention, flood zones and coastal properties. He has also provided design and/or oversight for public and private utilities, building sites and foundations.
Mr. Barrentine has consulted to insurance companies and legal firms throughout the U.S. regarding civil project design and construction defects. Since 1996, he has been qualified and testified as an expert witness in numerous Federal and District courts. He has conducted forensic engineering investigations to determine causes of failures and accidents regarding roadways, floodways, utilities and multiple building types. Related issues involve project design, Certificates of Merit, materials specifications and testing, workmanship, rights-of-way, easements, condemnation, HOA/zoning restrictions, contract damages assessment, codes and specifications, professional standards of care and premises liability.
