Background

Mr. Fincher holds a B.S. degree in Mechanical Engineering and Mathematics and is a registered professional engineer in Texas, Louisiana, Nebraska and Oklahoma. He has wide experience in the electric power, refining, petrochemical and chemical process, pipeline and waste treating industries that includes over 32 years of mechanical design and project engineering, engineering management, scheduling, estimating, economic analysis, construction management, contracts and marketing.

Mr. Fincher's areas of expertise include conceptual development and economic evaluation of utility, industrial, and cogeneration power facilities; overall program management of engineering, procurement, and construction for power, gas pipeline compressor stations, refining, petrochemical and waste treatment facilities; equipment selection; cost control, commissioning and operational evaluation.

In addition to his knowledge of program management, Mr. Fincher has executed numerous turnkey and engineering-procurement-construction (EPC) assignments for power, cogeneration, petrochemical/refining and waste treatment projects. He has also conducted plant feasibility studies for cogeneration, utility power, and other industrial and utility plants including waste-to-energy and waste processing.

During the last 23 years he has determined the cause and responsibility for numerous accidents and non-performance during engineering, construction, operation and maintenance of power, industrial, mining, refining, petrochemical, marine, oil field, pipeline, and manufacturing facilities. He has determined the resulting damage cost and schedule and presented the findings in reports, mediation, arbitration and in trial.
