Philip R. Watters is a 1969 Michigan Technological University chemical engineering graduate and 1972 University of Houston masters of business administration school graduate. Since 1974, he is a licensed Texas professional engineer.
Phil’s professional engineering experience began in the petrochemicals industry for EXXON as a technical service engineer in elastomers and plastics production. This included monitoring emissions and wastes streams and designing facilities to reduce or eliminate discharges into the environment. His career path took him into the management consulting and engineering consulting professions specializing in multiple areas within the refining, oil and gas exploration, and natural gas processing industries. This has included market research, supply/demand and price forecasting, process and mechanical engineering design, process economics and optimization, and technology evaluations of by-products and wastes.
At Rimkus since 1989, Mr. Watters' principal areas of expertise included environmental remediation cost analysis, chemical fate and transport analysis from industrial and manufacturing facilities into the environment, indoor air quality evaluations, business interruption and economic evaluations, and manufacturing cost analysis. Mr. Watters has performed numerous investigations of toxic/hazardous waste releases, industrial accidents, fires, explosions, including determining the cause, origin, extent, timing and severity of environmental contamination, product contamination assessments, subrogation evaluations, and product liability determinations. From small assignments to leading numerous multi-disciplinary Rimkus teams of Rimkus, Mr. Watters’ focus has always been on solving the client’s problem in a professional and cost-effective manner.
