Garrick F. Mitchell, M.S., P.E., ACTAR
Mr. Mitchell is a Transportation Division Manager with more than 23 years of mechanical engineering experience. He has performed in excess of 1,000 forensic investigations, including mechanical failure evaluations and consumer product failure analyses. He has reconstructed vehicle accidents involving cars, trucks, buses, farm equipment, motorcycles, ATVs, forklifts, bicycles, and pedestrians. His background includes investigations of accidents and failures of mechanical systems involving HVAC, plumbing, sprinklers, appliances, doors, forklifts, aerial lifts, industrial equipment, and heavy machinery such as petroleum drilling and production equipment. Mr. Mitchell is an avid bicyclist with significant experience reconstructing bicycle accidents and investigating bicycle mechanical failures. He is an expert in bicycle design, fabrication, assembly, and maintenance with a profound insight into a bicyclist’s standard of care and the interactions between bicycles and other modes of transport. A licensed professional engineer in 15 states and an ACTAR-certified accident reconstructionist, Mr. Mitchell holds Bachelor’s and Master’s degrees in Mechanical Engineering from Rice University.
Lino O. Garcia, Ph.D., P.E., ACTAR
Dr. Garcia is a professional engineer and ACTAR-certified vehicle accident reconstructionist with more than 17 years of experience providing in depth analyses of accidents involving cars, trucks, semi-tractor/trailers, motorcycles, bicycles, and pedestrians. His analytical background extends to vehicle mechanical inspections and failures, heavy truck collisions, bicycle and pedestrian accident reconstructions, human factors evaluations (visibility, perception-reaction time), seatbelt/child seat assessments, low-speed collision analysis and occupant kinematics. His thoroughfare expertise includes assessment of highway geometric designs, roadside safety, winter maintenance roadway operations, and computer simulation. He is a certified operator of the Bosch Crash Data Retrieval (CDR) system and the Berla iVe digital tool, and has experience with commercial vehicle event data recorders (EDR). Dr. Garcia holds a Bachelor of Science degree in Mechanical Engineering from Instituto Superior Politecnico José A. Echeverría in Havana, Cuba, and a Doctor of Philosophy degree in Mechanical/Civil Engineering from the University of New Brunswick, Fredericton, Canada.
Lisa M. Holliday, Ph.D., P.E.
Oklahoma City, Oklahoma
Dr. Holliday is a Principal Consultant and professional engineer in Arkansas, Florida, Kansas, Oklahoma, and Texas. Her background includes extensive building design work using structural steel, cast-in-place concrete, concrete tilt-up, concrete masonry unit (CMU) block, earthen building construction techniques, and pre-engineered metal buildings. She is a FEMA-certified Structural Specialist 1 and has been a member of several pre- and post-disaster survey teams in the United States and internationally. Dr. Holliday also served as a member of the Oklahoma Task Force One and has been part of a team that updated building codes for local municipalities for tornado resistance. She secured tenure at the University of Oklahoma while teaching structures to construction and architecture students, and has authored numerous publications on related industry topics. Specializing in structures and earthquake engineering, Dr. Holliday earned her Bachelor of Science and Doctor of Philosophy degrees in Civil Engineering from the University of Oklahoma.
Samuel J. Alper, Ph.D.
Dr. Alper is a Senior Consultant with more than eight years of experience in human factors investigations and analyses. His background includes investigations of accidents involving medical devices; healthcare systems; pharmacies; workplaces; consumer products; exercise and industrial equipment; recreational activities and equipment; and slips, trips, and falls. He has evaluated product design, analyzed warnings and manuals, assessed work methods and practices, and developed product recall strategies working closely with manufacturers and the Consumer Product Safety Commission. He has applied human factors principles in process improvement to simultaneously achieve improvements in productivity, employee satisfaction, and cost reduction. He is involved with the Human Factors and Ergonomics Society (HFES) and the Blue Trunk Foundation Advisory Board and serves as a standard developer and voting member of the American Society for Testing and Materials International’s (ASTM) standard for snow and water sports equipment. Dr. Alper attended the University of Wisconsin-Madison, where he earned his Bachelor’s, Master’s, and Doctoral degrees in Industrial and Systems Engineering.
Timothy A. Casey, P.E.
Mr. Casey is a Consultant and licensed professional engineer in Florida with more than eight years of experience in vehicle accident reconstruction, vehicle inspections, mechanical design of consumer and military products, industrial machinery, gas turbine piping, and construction. He is trained in crash investigation, Event Data Record (EDR) collection and analysis, digital site mapping, passenger vehicle inspection and as a Bosch Crash Data Retrieval (CDR) Technician. His experience extends to machine design of various mechanical assemblies, laser safety system standards, oxygen storage tank inspection, HVAC load analysis, plumbing products, piping assembly design for gas turbines, pipe support design for welded structures, failure analysis of consumer products, CNC equipment, wood wall and ceiling panel installation, high-speed aerodynamic testing, mechanical systems and equipment, industrial machinery, and failure analysis of consumer products. Mr. Casey is a graduate of the University of Central Florida with Bachelor of Science and Master of Science degrees in Mechanical Engineering.
