Course Description: Underground Storage Tank Systems is a one-hour course designed to educate insurance company participants on typical configurations, operations, and maintenance of service stations from the tanker truck delivery to the facility to the motorist fueling their automobile. Over the years, government agencies have mandated esoteric equipment upgrades and procedures as well as fuel composition changes intended to minimize hydrocarbon spills and emissions into the environment. Insurance coverage is also desired or required in various forms. Unfortunately, these mandates have not eliminated all the potential problems at service stations and, in fact, cause many new problems and resultant insurance claims.
This presentation will illustrate and discuss the various components within the entire fuel system; the common equipment names/acronyms, their purpose, typical operations, routine testing and maintenance, typical/atypical failure modes, and repair/replacement or cleaning practices. Emerging failure modes and related claims such as water intrusions into gasoline or diesel fuel, microbial corrosion in steel tanks, and gasket failures due to ethanol blends in gasoline will be presented. The price of various selected repair or remediation techniques will also be discussed.

Kieran Purcell is the Director of the Rimkus Environmental Practice and a licensed professional engineer in the state of Texas. His more than 25 years at Rimkus include conducting sampling investigations, performing indoor air assessments and environmental site assessments, and delivering long-term remedial cost projections, as well as providing expert testimony in support of highly complex environmental matters. Mr. Purcell routinely is requested to determine the timing, cause, and origin of contaminated properties concerning process knowledge, chemical forensics, and hydrogeologic evaluations. In addition to overseeing the Environmental Practice, he provides internal training, business development, and is a requested speaker at various environmental gatherings. He is a member of the Texas Society of Professional Engineers, the National Society of Professional Engineers, the National Association of Environmental Professionals, and the National Ground Water Association. Mr. Purcell holds a B.S. in environmental engineering from the SUNY College of Environmental Science and Forestry at Syracuse University.
