Mr. Kevin Collins leverages his extensive 17+ year background in Civil and Municipal Engineering, land development, and building codes to deliver exceptional results. As a licensed Professional Engineer in Texas, a Certified Floodplain Manager, and an International Code Council (ICC)-certified Building Plans Examiner, he possesses a comprehensive understanding of regulations and best practices, ensuring projects meet the highest standards.

Mr. Collins spearheaded the Building Safety Division for a rapidly growing Texas city. In this role, he fostered a highly qualified team of reviewers, permit technicians, and building inspectors. He managed the team to ensure quality and timeliness of service delivery, improvement of processes, technical training, and compliance with state and federal regulatory agencies. He implemented a software upgrade to transition the team and the review processes to an Electronic Plan Review (EPR) solution to realize the goal of 100 percent electronic review and record retention for building permits. He also worked effectively with area stakeholders, the general public, and the construction industry to solve problems in the permitting process and implement the adoption of the 2021 suite of ICC building codes for the jurisdiction.

Mr. Collins’ expertise includes the development and building codes related to new construction, renovation and property maintenance of existing buildings, evaluation of existing property conditions subject to the International Property Maintenance Code, general land development processes, and floodplain management. He has trained, supervised, and performed technical reviews and inspections in all of these areas. In this capacity, he has provided engineering consultation to various city leaders, developers, and utility operators. He has presented on subject matters of expertise to city councils, professional groups, and other organizations.
