
BACKGROUND:
Mr. Parks Payne holds a B.S. degree in Civil Engineering and is a registered professional engineer in Alabama, Florida, Georgia, Louisiana, Maryland, North Carolina, South Carolina, and Texas.
Mr. Payne has experience in various areas of practice including civil and structural design, cause and origin/construction defect analysis, building envelope consulting, and premises liability.
Throughout the course of his career, he has also performed or assisted in the civil and/or structural design of more than one thousand structures including earth retaining systems, tanks, single-family, multi-family, religious, commercial, hospitality, medical, educational, etc. for developers, architects, property owners, contractors, and/or government entities. His expertise includes building envelopes, foundations, structural design and analysis of building structures, high wind and seismic design, coastal and flood zone construction, design and analysis of infrastructure, pedestrian falls, and code evaluation of existing structures.
Since joining Rimkus in 2014, Mr. Payne has performed or assisted in more than 1,000 engineering investigations for insurance companies, law firms, construction firms, government entities, management companies, and property owners related to construction defects, code-compliance, manufacturing defects, structural damage, damage caused by weather events, building envelope deficiencies, and pedestrian falls and has provided expert testimony as a civil/structural engineer.
