Mr. Higgins is a licensed professional engineer and has 29+ years of technical experience in all phases of planning, design, and construction for a diverse list of projects. From design/build projects to fast-track construction to government contracting, he has served as leader of design and construction management of multistory commercial buildings, semiconductor manufacturing facilities, military industrial complexes, and nuclear facilities.
