Background

Mr. Martin holds a Bachelor of Architecture and a Master of Public Administration degree and is a licensed architect in Ohio, Michigan, Pennsylvania, Indiana, Kentucky, West Virginia, Tennessee, Florida, and New Mexico. Mr. Martin has over 30 years of architectural design and construction administration experience on large, complex, and mega-project types.

Mr. Martin has extensive experience as a project architect, design-build project manager, capital improvement program director, and building code official. He has been involved in the planning, design, and construction of mixed-use high-rise buildings, and medical, correctional, educational, and institutional projects. He has worked on historic buildings and has placed a commercial property on the National Registry of Historic Places.

He has been responsible for administering large capital improvement programs and has participated in the legislative process of obtaining funding. He has mediated design and construction issues pertaining to ADR costs and delays.

Mr. Martin has performed third-party design reviews and construction QC/QA reviews of several large projects, and has participated in design review meetings, performed plan reviews, conducted inspections and initiated enforcement measures, including property condemnation and eminent domain, to ensure compliance with sound design and construction practices, as well as with applicable codes, regulations, and standards, including the ADA. As a design-build project manager, he was responsible for the design, budget, awarding of contracts, and timely completion of turnkey medical and correctional facilities.

As a forensic architect, Mr. Martin has provided professional services in cases involving building envelope failure and analysis, architectural standard of care and copyright protection, construction defects, compliance with codes standards and regulations, and the spread of fire due to deficient design or construction practices. Mr. Martin has provided forensic architectural services to plaintiff and defense attorneys and insurance adjusters in premises safety/liability personal injury cases. Mr. Martin has provided expert witness testimony in deposition and trial in state and federal courts.
