BACKGROUND:

Mr. Mickey Parker holds a B.S. degree in Civil Engineering and is a registered professional engineer in Tennessee, Texas, Arizona, Florida, Oklahoma, and Ohio.

His professional experience has focused on forensic evaluations of buildings, preparing structural engineering designs, providing roofing consultant services, and providing building envelope consulting services. Mr. Parker has broad experience in all aspects of contract negotiation, planning, design, and construction. He has been involved in projects including agricultural, single-family, multi-family, commercial, retail, medical, hospitality, assembly, industrial, emergency services, and military facilities. These projects have involved clients including, but not limited to, public agencies, private companies, construction companies, and architectural firms. The projects ranged in size from small offices to a 947,000-square-foot hospital with a budget of over $650 million.

Mr. Parker’s structural design experience includes wood (light frame and timber), light-gauge steel, structural steel, masonry, and reinforced steel. In a more traditional civil engineering role, Mr. Parker designed multiple small, decentralized wastewater treatment facilities, prepared site plans for commercial developments and residential developments, designed stormwater management systems, and prepared stormwater pollution prevention plans. In the realm of building enclosures. Mr. Parker has been the engineer of record on numerous reroofing projects for public entities, and he has provided building enclosure consulting services (including field performance testing) for projects in the private, public, medical, and military environments. Mr. Parker has also been tested and certified as both a Building Enclosure Commissioning Process Provider (BECxP) and a Commissioning Authority + Building Enclosure (CxA+BE). Many of the projects for which Mr. Parker provided Building Enclosure Commissioning received the LEED credit for enclosure commissioning.

When buildings were either damaged or were performing poorly, Mr. Parker performed field investigations on buildings ranging from agricultural buildings to 100+-year-old municipal buildings, to new high-rise hospitality buildings. The primary focus of many of these investigations was to determine the reason(s) that the building envelope was not performing as it was intended or the extent of damage to the building envelope related to a wide variety of causes. These projects involved in-depth understandings of building code compliance, construction defects, foundation movement, construction contractual disputes, structural failures, building envelope water intrusion, post-fire structural issues, vibration effects resulting from blasting, earthquakes, and construction equipment, storm and flood damage, hail damage, damage from high winds, vehicle impact to buildings, and plumbing leaks.

In addition to Mr. Parker’s new construction design and building enclosure consulting experience, he also has extensive experience in the preparation of construction and bidding documents necessary for the restoration and/or rehabilitation of existing properties. These services also include providing construction administration services such as supervising the bidding phase, reviewing bids, recommending a contractor, organizing regular project meetings, providing construction quality assurance observations and associated reports, and presiding of the project close-out. Mr. Parker has served as a roofing consultant for over 20 years and has extensive experience in shingle, metal, spray polyurethane foam, shake, slate, tile, built-up, and single-ply (EPDM, TPO, PVC) roofing systems.
