Parking Garage Inspections – New York City Rule 103-13

January 9, 2024

The New York City Department of Buildings (DOB) has issued a new rule that ushers in significant changes to inspection requirements for parking facilities in order to improve the safety of parking garages by identifying and preventing potential structural failures.

New York City’s Rule 103-13: Periodic Inspection of Parking Structures requires stricter guidelines for the inspection of parking garages, including initial visual inspections performed by Qualified Parking Structure Inspector (QPSI) in addition to the more in-depth condition assessments required every six years under current law.

Pending confirmation of the proposed deadline, all parking garages, regardless of their scheduled inspection date, are now required to undergo an initial inspection no later than August 1, 2024. This update is crucial to ensure the safety and compliance of parking facilities.
