David Roland

Background

Mr. David Roland is an Accredited Accident Reconstructionist through the Accreditation Commission for Traffic Accident Reconstruction (ACTAR #1706). Starting as a Patrol Trooper in 1998, Mr. Roland was a member of the Pennsylvania State Police for 25 years, including 17 years in the Collision Reconstruction Unit and 2 years as the Supervising Instructor for all collision reconstruction training. Mr. Roland also spent 15 years as a Motor Carrier Inspector.

From 2005 until 2022, he worked in the Pennsylvania State Police C.A.R.S. Unit as a Collision Analysis and Reconstructionist Specialist, where he investigated hundreds of serious and fatal vehicle collisions. He has over 20 years of experience in traffic crash reconstruction involving motor vehicles, commercial vehicles, motorcycles, and pedestrians.

Mr. Roland’s areas of expertise include motor vehicle crash reconstruction, motorcycle crash reconstruction, pedestrian/bicycle versus vehicle crash reconstruction, commercial vehicle crash reconstruction, event data recorder (EDR) analysis for passenger vehicles and heavy trucks, seatbelt analysis, and occupant kinematics.  He has extensive training in crash scene mapping using a Total Station and a 3D Laser scanner.

Mr. Roland’s expertise also includes Commercial Vehicle Enforcement as a Motor Carrier Inspector. Mr. Roland received specialized training in General Hazardous Materials Inspections and School Bus Inspections. During his time as Motor Carrier Inspector, Mr. Roland served as the Coordinator for all Motor Carrier Enforcement activities in seven counties and was the immediate supervisor for three Commercial Vehicle Enforcement Teams.
