Background

Mr. Mercer holds a B.S. degree and an M.S. degree Civil/Structural Engineering and is a registered professional engineer in Florida, Indiana, Kentucky, Louisiana, Michigan, North Carolina, Ohio, Pennsylvania, South Carolina, West Virginia, and Wisconsin.

As a professional engineer, he has developed conceptual designs and proposals, full site designs, modifications to existing designs, scans, and field measurements to produce information where none was available, site coordination, and on-site construction support and engineering design in the field. He also has experience collaborating with multiple disciplines working to coordinate and compile the work of subordinates on his team as part of a large and complex project. In addition, he has experience working as a researcher with VDOT to develop an idealized transverse connection for a conceptual bridge system. He has developed concrete mixes and performed material testing to monitor concrete strength, creep, and shrinkage properties to identify properties best suited for unique applications.

As a forensic engineer, he has extensive experience with structural design, analysis, and the coordination of multi-disciplined engineering projects in commercial, residential, industrial, and agricultural structures. He has worked with deep and shallow foundations, steel and aluminum structures, lattice structures, electrical substations, underground utilities, retaining walls, inground pools, site preparation, site layouts, construction support/management, building envelope, premises liability, construction defects, structural fire damage, and structural failure cause and origin. He has extensive catastrophe experience, including investigations following flood, tornado, and hurricane events throughout the country. Mr. Mercer has specialized training and experience in residential and commercial roofing assessments, building envelope failures, and water intrusion investigations. He also has training and experience in failure assessments and salvage of damaged agricultural buildings and grain bins. He has provided both deposition and trial testimony.
