New York Building Safety Regulations
Façade Inspection and Safety Program – Filing Requirements for FISP Cycle 10
New York City’s Façade Inspection and Safety Program (FISP), formerly Local Law 11/98, includes measures intended to improve the quality of building inspections and reports. These requirements have been updated to protect building owners, occupants, and the public from unsafe conditions. The new FISP cycle opens on February 21, 2025.

- SUB-CYCLE A: Buildings with block numbers ending in 4, 5, 6, 9
- Filing Window: February 21, 2025 – February 21, 2027
- SUB-CYCLE B: Buildings with block numbers ending in 0, 7, 8
- Filing Window: February 21, 2026 – February 21, 2028
- SUB-CYCLE C: Buildings with block numbers ending in 1, 2, 3

Inspection Requirements:
FISP requires building inspections to be performed by a Qualified Exterior Wall Inspector (QEWI), with an acceptable report filed with the New York City Department of Buildings by the end of the building’s respective filing window.

Parking Garage Inspections – Local Law 126
Owners of parking structures must hire a New York-licensed and registered professional engineer (PE) to inspect a parking structure and file a condition assessment report with the Department of Buildings (DOB) at least once every six (6) years.

Inspection Requirements:
The property owner must hire a Qualified Parking Structure Inspector (QPSI) to conduct the inspection and classify the parking structure as Safe, Safe with Repairs, and/or Engineering Monitoring (SREM), or Unsafe.
