Background

With a B.S. in Civil Engineering from California State University, Long Beach, Mr. Arthur Pop is a registered professional engineer in the State of California.  He has a diverse background in all phases of planning, surveying, design, and construction for a wide range of projects.  His experience includes project management and design of government and private sector-owned industrial, residential, commercial, and mixed-use developments; roadway and pavement design; parking lot and utility design; hydrology and hydraulic studies; and the structural design of wood, steel, and concrete buildings, stairways, and retaining walls.

Mr. Pop has extensive experience conducting inspections and reviewing reports to ensure technical compliance with federal and state requirements.  He provides resolutions to complex engineering problems through various designs, including structural reconfigurations to building components, stormwater systems, and photovoltaic structures. He is particularly skilled in the design and auditing of ADA-compliant means of egress, including pedestrian ramps, walkways, and complex stairway systems. His expertise includes the forensic analysis of stair geometry, specifically the evaluation of riser height uniformity, tread depths, nosing profiles, and handrail configurations to ensure alignment with applicable building and safety codes.

Mr. Pop’s expertise in forensic engineering focuses on evaluating building envelopes and structures affected by catastrophic events and environmental stressors. In the field of premises liability, he conducts sophisticated trip-and-fall and slip-and-fall evaluations for public, retail, and residential spaces. This includes performing floor-surface and stair-tread slip-resistance testing (including tribometer measurements) and interpreting data to assess stairway navigation safety, footing conditions, and contributory hazards. He integrates these findings into accident reconstruction analyses to determine causation and identify code departures in sidewalks, parking lots, and multi-level pedestrian transitions.
