Background

Mr. Brenndan Torres is a graduate of Colorado State University with a Master of Science degree in Civil Engineering with an emphasis in structural engineering. Mr. Torres is a registered professional engineer in multiple states and has extensive experience in engineering to restore parking structures and their components, such as stairs, plazas, and façades. He also has experience in forensic analysis, structural design, failure analysis, parking consulting, and project management, which includes assessments, contract documents (specifications and drawings), bidding processes, and construction administration services. He gained additional experience in contracting when he was a federal contracting officer working as a guardsman with the Colorado Army National Guard (COARNG).

His engineering experience includes the design, restoration, and construction of parking structures and representing the Owner during the construction of commercial-type buildings for military use. He has conducted assessments of parking facilities and buildings with damages, deterioration, unsafe pedestrian conditions, non-compliant accessibility conditions, and for final acceptance after being constructed.

Mr. Torres joined Rimkus in April 2019 and brings his design and restoration knowledge of concrete, masonry, and steel, along with an understanding of moisture protection products such as membranes, sealants, sealers, and expansion joints. He has expertise in evaluating buildings and structures for various deteriorated conditions and forms of damage, structural failure damage, differential foundation movement, impact damage, construction defects, moisture intrusions, damages due to moisture, deterioration of various materials due to multiple reasons, and storm-related damages. He also has experience reviewing and identifying conditions that are not in compliance with building codes and accessibility requirements. Accessibility requirements include reviewing trip and fall conditions, and other forms of problems with a building that raises the risk of an injury or damage to a vehicle.

Prior to joining Rimkus, Mr. Torres spent over 16 years designing and restoring parking structures. Additionally, he has over 5 years of experience reviewing the construction of new commercial buildings and parking structures. For much of his career, Mr. Torres has been a project manager for various types of clients. He has provided engineering services such as parking structure and commercial building assessments of more than a hundred structures, designed repairs, developed contract documents (drawings and specifications), provided consulting services during bidding or negotiating, and assisted clients with construction administration services. He has designed multiple concrete structures, and his experience includes analysis, design, and field investigation of concrete (cast-in-place, precast, post-tensioning), masonry (cast unit and brick), and steel components of a structure. Designs included waterproofing materials protecting foundations, garage floors, plazas, and roofs. He has experience with construction and restoration projects, including construction cost estimating, contract administration, budgeting, and scheduling.

Throughout his engineering career, Mr. Torres served part-time with the COARNG, where, later in his military career, Major Torres studied and then became certified as a Contracting Officer representing the United States with the Acquisition Corps/COARNG. He gained further experience with contracts representing the interests of the National Guard Bureau and COARNG in $115 million worth of construction projects, building multiple structures for military use
