Background

Mr. Casey Willms holds a Bachelor of Science degree in Fire Protection and Safety Engineering Technology and holds a New Jersey Traffic Safety Specialist certification as well as numerous crash investigation and traffic safety certifications, including traffic work zone safety and Crash Reconstruction. Mr. Willms served 25 years in municipal police departments, including 14 years serving as a member and supervisor of a county-level crash analysis and response team, and 5 years as a Detective Sergeant, where he oversaw all investigations, the department’s evidence collection and storage, and drone program and participated in traffic safety planning and review with input on various municipal, county, and state traffic-related projects.

Mr. Willms is a certified Fire Investigative Technician through the International Association of Arson Investigators, is an ex-chief, and active officer of a volunteer fire department with 29 years of experience, and maintains a number of fire/rescue operational and technical certifications.

From 2011 to 2025, he served on the Monmouth County Serious Crash Analysis and Response Team, conducting field investigation and analysis for fatal and serious motor vehicle crashes of all types, including crashes that involved pedestrians, bicycles, motorcycles, commercial vehicles, and railway units. Mr. Willms has also managed evidence collection and storage operations for law enforcement in his municipal police department, supervised a law enforcement drone program, developed a number of emergency and non-emergency operations plans, and served as a technology support officer for the department. He has extensive experience and training in traditional camera and drone photography; crash scene mapping using hand measurements, total station, and GNSS systems; and evidence identification, preservation, and collection with additional experience in the acquisition and retention of digital evidence from computers and mobile devices.

Mr. Willms is also a long-standing member with more than 25 years of experience in his local Fire and EMS departments, including time as fire department chief. He has had extensive experience in treating and evaluating crash injuries, vehicle stabilization and rescue, and has taught hundreds of firefighters and EMTs in vehicle rescue safety and techniques.

Mr. Willms has extensive experience as a technician and inspector for a fire alarm and security company, performing fire alarm, security system, network, and other low-voltage systems work. During that time, Mr. Willms installed devices, troubleshot system issues, created design plans, wrote/installed panel programming, and performed almost every other aspect of fire alarm work. He has also worked with another consulting group for almost 20 years, conducting forensic investigations of fire alarm and fire protection systems as well as generating expert reports on fire department operations and compliance. His education, work, and volunteer experience provide a wealth of insight and expertise in forensics relating to fire and fire protection systems.
