After two decades in construction claims and disputes, what’s a recurring finding in your investigations that most people in the industry don’t expect?
One of the most unexpected findings in our investigations is the role of quality control long before a dispute arises. The foundation of any successful claim is built during construction itself—through inspections, clear documentation, and timely issue resolution.
What’s something about construction claims and disputes that would surprise most people outside the field?
Disputes arise when communication breaks down, quite often these are human challenges that require the human element to resolve. Disputes evolve from misunderstandings and assumptions. Problems arise when parties stop talking. When I am engaged on a matter, I try to remove the emotions from the situation and focus on the facts that can be supported by project records, industry standards, and my years of experience in construction management.
Background
Ms. Gloria Koehlinger holds a Bachelor of Architectural Engineering and a Master of Business Administration (MBA). She has over 19 years of experience in construction management, risk management, safety, project management, procurement, general contracting, quality control and assurance, scheduling, and estimating.
Ms. Koehlinger’s industry experience includes management of projects ranging from $1 million to $1 billion in design-build, residential, institutional, commercial, healthcare, office, higher education, K-12, industrial construction, and public and private projects. Her project-specific experience includes LEED credit tracking, punchlist completion, historic renovations and preservation, safety compliance, management of design and construction teams, labor productivity, schedule adherence and monitoring, subcontractor and contract management, estimating, pre-construction planning, and site preparation.
Ms. Koehlinger’s forensic consulting experience includes matters involving delays, liquidated damages, extended general conditions, acceleration and mitigation, loss of productivity, entitlement and damages, risk assessments, subcontractor defaults, and construction defects in commercial, residential, industrial, healthcare, office, institutional, entertainment and recreational facilities, and public and private projects. In particular, she has prepared, analyzed, and reviewed construction liability and damage claims, equitable adjustment claims, and insurance claims involving Subcontractor Default Insurance, Builder’s Risk, Commercial General Liability, Professional Liability, and Business Interruption.
