Background
Mr. Parks Payne holds a B.S. degree in Civil Engineering and is a registered professional engineer in several states. He has experience in various areas of practice including civil and structural design, construction defect analysis, forensics, and premises liability.
As a civil/structural design engineer, Mr. Payne’s experience has included the analysis and design of existing and new structures including earth retaining systems, tanks, swimming pools, and single-family, multi-family, religious, commercial, hospitality, medical, and educational buildings from the foundation through superstructure and roof. Clients for this design work included developers, architects, property owners, contractors, and government entities. These projects encompassed multiple common building materials such as engineered wood, sawn wood and timber, light-gauge metal, structural steel, insulated concrete forms, concrete, and masonry. Much of Mr. Payne’s experience also involved high wind and seismic design and coastal, flood-zone construction.
Mr. Payne has extensive experience regarding construction defect analysis and resulting cost impacts. This has included evaluations and analysis of failures or other performance issues in civil and structural applications, building envelope systems, components and cladding, and building materials due to design and/or construction defects, manufacturing defects, and code compliance issues. Mr. Payne also performs forensic evaluations and analyses on failures and performance issues due to storm or catastrophe incidents, tree or vehicle impacts, vibration, and fires. Additionally, Mr. Payne has investigated numerous different accesses and walking surfaces for ADA accessibility, walkway safety standards, and building code compliance related to pedestrian incidents.
Since joining Rimkus in 2014, Mr. Payne has performed investigations for insurance companies, law firms, construction firms, government entities, property management companies, and property owners related to construction defects, code-compliance, manufacturing defects, structural damage, damage caused by weather events, building envelope deficiencies, and pedestrian falls and has provided expert consultation and testimony for construction, forensic, and premises liability disputes.
