Kevin Billiot

Background

Mr. Kevin Billiot is a Certified Fire Investigator (CFI) by the International Association of Arson Investigators, a Certified Fire Explosion Investigator (CFEI) with the National Association of Fire Investigators, and a Certified Fire Inspector and Certified Life Safety Inspector with the Louisiana Office of State Fire Marshal (LASFM). His investigative experience spans 15+ years, initially as a Police Chief, then as a Lieutenant with the LASFM. Since March 2015, his focus has been on fire and explosion investigations in both the public and private sectors of the industry. During his tenure at the LASFM, Mr. Billiot’s key responsibilities as Lieutenant were training and supervising deputies in fire and explosion investigations, including criminal investigations, and Fire and Life Safety Building Inspections throughout the State of Louisiana.

Mr. Billiot’s professional portfolio encompasses a wide range of forensic investigative work, including all aspects of fire and explosion investigations, large loss incidents, complex scenes, vehicles and machinery of all types, criminal investigations, fatal fire investigations, forensic locksmith assessments, directing of joint scene examinations, and laboratory examinations.

To supplement his work as an investigator, Mr. Billiot has obtained certifications and/or licenses as a life safety code fire inspector (NFPA 101), unmanned aerial systems pilot (FAA Part 107 – drones), forensic vehicle locksmith and EDR data retrieval, and interviews and interrogations, and he is licensed as a private investigator with the states of Louisiana and Texas.

Mr. Billiot has testified in a criminal arson investigation, which resulted in a guilty verdict by jury, and has testified in a grand jury deposition as lead investigator of a criminal arson investigation, which resulted in a plea agreement. Additionally, he holds a certificate from the National Fire Academy in Case Preparation and Courtroom Testimony (5.3 CEU, 2022).
