Leslie Harland

Background

Leslie Harland is a Chartered Quantity Surveyor and internationally recognised construction quantum expert, with over 38 years of experience in the construction and engineering industry. He has held senior commercial management roles in major contracting organisations and advisory consultancies across the United Kingdom, France, and Singapore.

Leslie has focused on dispute avoidance and resolution. He has advised clients on a wide range of construction and engineering matters, including liability for disputed variations, complex final account negotiations, unforeseen ground conditions, defective works, variation pricing, and claims for acceleration, disruption, and extensions of time.

Leslie has broad sectoral experience, with particular expertise in rail, power, offshore platforms and floating structures, high-rise commercial and residential buildings, hotels, retail developments, and major infrastructure projects such as waste-to-energy and water treatment plants, tunnels, airports, and mass rapid transit systems. He is frequently appointed as an independent construction quantum expert on complex, high-value disputes and has been instructed in arbitration and litigation proceedings on more than 30 occasions. Leslie has provided oral testimony (in person and by video link) in multiple jurisdictions, including the United Kingdom, Singapore, the United States, South Africa, Dubai, and South Korea.

With a strong working knowledge of construction law from a quantity surveying perspective, Leslie is familiar with a wide range of standard forms of contract, including FIDIC, JCT Design & Build, ICE, PSSCOC, REDAS, and SIA. He has recently advised contractors in Singapore on COVID-19-related entitlements to time and cost relief under these forms.

Throughout his career, Leslie has gained practical experience in various project delivery models, including Alliancing, Construction Management (CM), Public-Private Partnerships (PPP & PFI), Project Management Consultancy (PMC), Guaranteed Maximum Price (GMP), Design & Build, Traditional, and EPC contracts.

Leslie is listed on the panel of Technical Experts at the Singapore International Mediation Centre (SIMC).
