Background

Mr. Michael Carr holds B.S. and M.S. degrees in Civil Engineering and is a registered professional engineer in Alabama, Florida, Georgia, Louisiana, Mississippi, and Pennsylvania. He has an extensive background in facilities planning, design, and construction management services and has combined this expertise with construction defect evaluations and structural, building envelope, and utility system failure analysis.

As a civil engineer, Mr. Carr’s design experience has ranged from expeditionary engineering solutions in austere locations to overseeing large-scale, multi-disciplined design programs for state-of-the-art military campuses and facilities. He has extensive experience in construction administration and contract management and has overseen design and construction of heavy civil, commercial, industrial, medical, educational, and residential projects within the military/federal enterprise. Mr. Carr’s experience has encompassed projects with nearly every building material and with construction means and methods common to both domestic and abroad applications.

Mr. Carr’s work in the field of forensic engineering includes the inspection and analysis of failures in civil/structural engineering in residential, commercial, industrial, and institutional buildings and structures. He has provided consultation to insurance professionals, design professionals, contractors, attorneys, and property owners. Representative investigations include structural and roof system failures, building settlement and/or collapse, wind versus surge damage categorization, moisture intrusions, wood rot and deterioration, wood-destroying insect damage, building envelope and cladding system deficiencies and failures, construction defects, and building code compliance. Mr. Carr has been retained as a consulting engineer and/or designated as an engineering expert witness on over 20 legal cases and has provided expert testimony under oath in over 5 cases, including trial testimony.
