Background

Mr. Stephen Sam is a registered professional engineer in California, holding a master’s degree in civil engineering from California State University, Fullerton. His expertise includes project management, structural design, stormwater pollution prevention plans (SWPPP), low-impact development plans (LIDs), and the investigation of wood, steel, and concrete structures, and retaining walls. He has successfully managed construction projects for public works, the California Department of Transportation (Caltrans), Metro, and the Los Angeles Unified School District (LAUSD), ensuring compliance with project requirements. Mr. Sam’s expertise in forensic engineering focuses on evaluating roofing, building envelopes, and structures affected by fire, wind, rain, snow, vehicular impact, tree impact, mudflow, water intrusion damage, and damage caused by improper grading and drainage issues. He has provided forensic investigations regarding premises liability that involve slip or trip and fall evaluations for parking lots, retail buildings, and residential spaces.

Furthermore, he is serving as Chairman for the planning commission in the City of Walnut, where he holds public hearings with the planning commission and acts as an advisory board member for planning and development issues.
