Background

Ms. Tiffany Moreno is board-certified in Forensic Toxicology as a Diplomate by the American Board of Forensic Toxicology and has worked in the Toxicology field for over 13 years.  Her experience includes interpreting and analyzing biological specimens including blood, oral fluid (saliva), urine, and post-mortem specimens for the presence of alcohol and drugs including cannabinoids, cocaine, methamphetamine, narcotic analgesics, PCP, inhalants, and pharmaceuticals.  She has extensive expertise in pharmacology, the interpretation of analytical data regarding alcohol and drugs, and human performance related to impairment.  She holds a Master of Science degree in Criminalistics and a Bachelor of Science degree in Forensic Science with a double minor in Chemistry and Criminal Justice.  She has testified thirty-one times in various town, city, and county courts, including grand jury, regarding the pharmacodynamics and pharmacokinetics of alcohol and drugs, accreditation, chain of custody, sample handling, various analytical techniques, instrumentation, and laboratory compliance.  She is the first forensic scientist in New York State to testify in a case in which oral fluid (saliva) was the sole evidentiary sample.

Ms. Moreno is a qualified technical assessor for the ANSI National Accreditation Board.  She has experience in quality assurance laboratory activities including adherence to ISO/IEC 17025 and AR 3125 requirements for forensic testing laboratories and the recommendations for best practices of forensic activities and method validation of new methods.  She has participated in the implementation of various new test methods including quantitation of cannabinoids and evidential oral fluid testing.  As a trained Forensic Scientist, she can evaluate cases pertaining to forensic laboratory certifications and compliance, evidence collection and evidence handling, proper forensic document preparation, standard operating procedures related to testing, and interpretation of evidence and testing results.

As part of the Rimkus Toxicology and Food Safety practice group, Ms. Moreno specializes in cases related to general toxicology and the usage of alcohol and drugs including drugs of abuse, pharmaceuticals, therapeutic, and emerging drugs, and can answer questions regarding impairment, increased risks, alternative causation, and dose response relationships.  She also specializes in compliance, adherence to accreditation standards, and chain of custody.
