Background
Mr. Matthew Scheps obtained a B.S. degree in Civil and Environmental Engineering and obtained a Financial Policy & Analysis Certificate, from Lafayette College in Easton, Pennsylvania. Mr. Scheps is a licensed civil engineer in Alabama, Arkansas, Florida, Louisiana, Mississippi, Oklahoma, and Texas and is a certified Project Management Professional (PMP).
Mr. Scheps has over 10 years of industry experience in construction and engineering, including 8 years of experience with general contractors in the project manager, project superintendent, and project engineer roles. As a general contractor, Mr. Scheps supervised and managed a variety of projects ranging from $100,000 to $4 billion, overseeing and having responsibility for safety processes, quality, labor productivity, drawing and submittal reviews, purchasing, and cost tracking. He was responsible for profit and loss, completing quarterly profit projections for the projects under his control. He also negotiated contracts, analyzed pay applications, and performed value engineering evaluations/recommendations. His project experience includes self-performed scopes, managing installation of systems by his own employees, as well as subcontracted scopes, overseeing work performed by trade partners. Mr. Scheps has employed his expertise on buildings and facilities, infrastructure, power, chemical plants, and marine projects across a range of project delivery mechanisms, including lump sum design-bid-build, design-build, EPC, cost-plus, and guaranteed maximum price (GMP). Through this experience, Mr. Scheps possesses knowledge of most construction materials, installation techniques, and challenges in coordinating multiple trades in order to achieve a quality product within budget and schedule.
Mr. Scheps has direct experience with the process and requirements to install equipment; foundation support including drilled shaft piers, sheet piles, and pipe piles; above-ground piping systems; underground utilities including fire suppression, domestic water, sanitary sewer, storm sewer, and gas lines; concrete walls; earthwork including grading, excavation and haul-off, fill placement, lime-treated subgrade, and cement-treated base; paving including slipform, vibratory screed, and machine pavers; and perform dredging operations. Mr. Scheps is familiar with locating and protecting utilities, having performed this duty on multiple projects, and the standard of care for excavators, locators, and utility companies. Mr. Scheps has experience in construction OSHA requirements and safely planning, reviewing, and executing complex crane lift plans for critical permanent equipment.
Mr. Scheps has served as an expert, preparing and responding to schedule delay claims and labor productivity analyses in litigation regarding complex construction projects. Mr. Scheps relies upon his training and industry experience to assist clients in preparing and analyzing change order requests, reviewing pay applications, and analyzing repair costs. He is thoroughly familiar with aspects of construction supervision and management. Mr. Scheps has utilized his experience with city permitting, jobsite work permits and jobsite safety programs, and knowledge of construction means and methods to successfully respond to claims.
