Background

Mr. James Brawley holds a B.S. in Civil Engineering and is a licensed professional engineer in Virginia, Delaware, District of Columbia, Florida, Kentucky, Maryland, New York, North Carolina, South Carolina, and West Virginia. He has extensive industry experience in the waterfront and land development sector.

His experience and industry knowledge cover over 30 years in areas of design, engineering, engineering management, project and construction management, structural design and evaluation, scheduling, cost estimating and budget control, and contract management in the site and waterfront development industry.

Mr. Brawley’s areas of expertise include the development of commercial, industrial, and residential site plans, associated grading, drainage and traffic signalization and signage, recreational marina development, dredging, shoreline stabilization, vehicular and pedestrian bridges, fishing piers, boathouses, boat ramps, retaining walls, bulkheads, tidal wetlands mitigation, and associated hydrographic surveys.  In addition, Mr. Brawley has extensive experience with securing the required environmental regulatory permits from various agencies such as the U.S. Army Corps of Engineers, Virginia Marine Resources Commission, Virginia Department of Environmental Quality, United States Coast Guard, and various Local Wetlands Boards.

Mr. Brawley also has extensive expertise in the evaluation and reporting on residential and commercial structures damaged by storm events, fire damage assessments, and determination of cause of failure for residential and commercial retaining walls, bulkheads, and various marine structures.  Mr. Brawley has provided expert witness testimony in arbitration, depositions, and at trial.
