Background
Andrew Merrilees is a Chartered Quantity Surveyor and a practising and testified Expert Witness with over 30 years of experience on major international projects in Singapore, Hong Kong, Macau, Malaysia, Southeast Asia, the UK, and the Middle East, representing clients, consultants, contractors, joint ventures, and legal representatives.
Andrew holds dual qualifications in quantity surveying and law and has experience on international building, engineering, power, petrochemical, and oil and gas projects. During his career, Andrew has held positions including Senior Commercial Manager with Chinese-, Japanese-, Australian-, and UK-owned Tier 1 contractors.
Andrew’s thought leadership within the profession includes experience of public speaking at seminars and conferences, in-house training, APC assessor for the RICS and CIOB, and the publication of articles.
Andrew specialises in the provision of commercial and contracts management, independent advisory and independent opinions, dispute avoidance and resolution, and expert witness services, in particular delay and disruption and quantum matters of loss and expense in arbitration, litigation, mediation, adjudication, and support to dispute boards.
