Background

Mr. Andrew LeBlanc is an experienced mechanical engineer and technical consultant with a B.S. in Mechanical Engineering. He has extensive engineering analysis, system design, and regulatory compliance expertise. Mr. LeBlanc is a Licensed Professional Engineer in Arkansas and Texas and holds an API 580 certification in Risk-Based Inspection from the American Petroleum Institute (API).

Mr. LeBlanc’s professional practice is focused on fixed equipment integrity, mechanical system design, and regulatory compliance. He has performed field condition assessments for fixed assets, developed risk-based inspection plans, and prepared repair plans per applicable construction and repair codes, including API, American Society of Mechanical Engineers (ASME), National Boiler Inspection Code (NBIC), and National Fire Protection Association (NFPA) standards. Mr. LeBlanc’s expertise also includes designing potable water distribution networks, fire suppression, and fire alarm systems, and developing life safety plans. He is well-versed in performing hydraulic computations for various piping system types, performing finite element analyses (FEA), and managing project teams.

Beyond engineering analysis and design, Mr. LeBlanc brings practical, hands-on experience in performing risk-based inspections of tanks, pressure vessels, and piping. He also has a working knowledge of metallurgy, corrosion and corrosion prevention, heavy industry (e.g., raw materials processing) best safety practices, damage mechanisms affecting fixed equipment, identifying weld defects, and general knowledge of pulp and paper production.
