Jon Youl, BA (Hons), FRICS, MSc Construction Law

Background

Jon Youl is a Chartered Quantity Surveyor and quantum expert with testifying experience and over 20 years of experience in the construction industry. Jon is a Director in the quantum team at Rimkus, a global consulting and expert services firm providing expert witness, advisory, and consulting services to the construction, engineering, insurance, and legal sectors worldwide.

Throughout his career, he has prepared and managed complex claims, contractual negotiations, dispute resolution, and expert witness services. He has prepared expert reports on both time and quantum for Employers, Contractors and Consultants and has been cross-examined by King’s Counsel in arbitration proceedings.

In addition to his expert witness work, he has supported live projects by drafting contractual correspondence, negotiating contractual issues, advising project teams, and liaising with internal stakeholders to resolve commercial and contractual matters.

Jon began his career with a large international cost consultancy before moving to a specialist dispute resolution practice. He later completed a Master’s in Construction Law and Dispute Resolution at King’s College London. During this time, he represented construction companies in delay and quantum disputes and supported senior staff with expert witness appointments and complex claims.

More recently, he acted as a consultant on multi-million-pound disputes, arbitrations, and adjudications, providing claims preparation and management services under both standard and bespoke forms of contract. He has developed a strong track record of preparing detailed, well-reasoned reports, delivering robust contractual advice, and meeting demanding client expectations.

Jon has been regularly appointed as an Expert Witness and, in 2025, gained valuable experience giving evidence under cross-examination during arbitration proceedings.
